Miss Wong joined the Administrative Service in 1985. Throughout the service with the Government, Miss Wong had taken up a wide range of duties at different Bureaux and Departments, including the former City and New Territories Administration, the former Education and Manpower Branch, the Tsuen Wan District Office, the former Transport Branch, the former Housing Branch, the Wong Tai Sin District Office, the former Health and Welfare Branch (subsequently reorganised to become the former Health, Welfare and Food Bureau), the former Housing, Planning and Lands Bureau (subsequently reorganised to become the Development Bureau), and the former Food and Health Bureau. She was appointed as a Deputy Director of Food and Environmental Hygiene Department in 2018 and subsequently as the Under Secretary for Environment and Ecology in August 2022.

Miss Wong possesses a broad spectrum of experience in various areas of public administration, including food and environmental hygiene, land development, home affairs and social welfare. During her tenure as the Under Secretary for the Environment, she helped support the formulation of policies on air quality, waste management, climate actions and conservation.

As the Associate Director, GreenTech of Hong Kong Science and Technology Parks Corporation (HKSTP). Howard Lee drives green technology ecosystem development by establishing GreenTech Hub which is now the largest GreenTech ecosystem of Hong Kong. He also accelerates commercialization of green technologies by building up a GreenTech partnership network consisting of business institutions, financial institutions, industry associations and universities. Prior to joining HKSTP, Howard led a team in delivering technical solutions focusing on digital transformation and process automation. Howard has also held senior roles in various corporations across different industries, namely Shangri-La Hotel Management, Bank of China Group Life, New York Life, Ion Global, PCCW and Hong Kong Exchanges and Clearing Limited (HKEX).

Howard holds a Bachelor of Science in Computer Science degree from The University of Hong Kong and a Master of Science degree in Computer Science from the Chinese University of Hong Kong.

Ir Dr Bruce Chong, a Fellow and Director at Arup, is a recognized leader in smart city strategies, digital solutions for carbon neutrality, climate resilience and sustainable infrastructure across Hong Kong, Mainland China, Southeast Asia and the wider Asia Pacific. He established Arup’s Centre of Excellence for Climate Modelling, supporting organizations in turning climate risks into measurable and actionable resilience strategies. Bruce has driven major initiatives including the Kowloon East smart city district plan, the Common Spatial Data Infrastructure (CSDI), the 3D Digital Map, Digital Twin Standards, the Infrastructure Capital Works Platform (ICWP) and smart city planning for Xiong’an in China. He advises global institutions such as the World Bank, IFC, ADB and AIIB, and founded the Asia Corporate Coalition for Climate Resilience (A4CR) to help businesses future-proof their assets and operations. A Cambridge Overseas Scholar and Research Fellow at Sydney University, he is a Fellow of HKIE, CIBSE, ICE and IET. Bruce also serves on numerous industry and policy committees, including the HKGBC Board, the HKGCC Real Estate & Infrastructure Committee (Vice Chair), the HKGFA Real Estate Working Group (Co-Chair), the FSDC ESG Group, the WFEO Engineering & Climate Change Working Group, and the HKIAC Appointment Advisory Board. His latest book, Tackling Climate Hazards in Coastal Urban Areas of East and Southeast Asia: Connecting Climate Science, Engineering and Finance, was launched at COP30 in November 2025.

Alvin Lo is the Director – Decarbonisation Business at CLPe, where he leads the development and implementation of innovative low-carbon solutions for buildings and large-scale energy infrastructure in Hong Kong. His work focuses on translating carbon-neutrality ambitions into practical, scalable projects through close collaboration with government, academia and industry partners. In parallel, Alvin maintains an active role in professional and industry service. He currently serves as Honorary Secretary of BEAM Society and Honorary Secretary of CIBSE Hong Kong Region, where he contributes actively to the advancement of green building standards, professional development and industry knowledge sharing, supporting the built environment sector’s transition towards low-carbon and sustainable practices.

As a graduate of the Vocational Training Council (VTC), Alvin began his professional journey in building services engineering through VTC, which laid a strong foundation for his career in sustainable building and energy systems. In recognition of his professional achievements and industry contributions, he was conferred the VTC 40th Anniversary Outstanding Alumni Award in 2022, honouring him as a distinguished role model among VTC graduates.

With extensive experience spanning district energy system, building sustainability and decarbonisation strategy, Alvin continues to play a leading role in supporting Hong Kong’s transition towards a low-carbon and climate-resilient built environment, while championing the value of vocational and professional education in nurturing future leaders.

Mr Edwin Lau is Founder of The Green Earth, an environmental organization established in early 2016, promoting resource conservation and a zero-waste culture. He has been actively engaged in environmental protection work since the late 1980s, and retired from his Executive Director role by the end of August 2025. He places great concern on several pressing environmental topics, e.g. waste management, climate change, energy conservation and air pollution.

During the last 36-year environmental journey, Mr Lau kept offering his recommendations and expressing his opinions through media interviews and open letters on several pressing environmental issues confronting humankind. Mr Lau is currently a member of the CUHK Jockey Club Museum of Climate Change Expert Committee and a senior advisor of the Hong Kong Solar Industries Association.

In 2009, Mr Lau was awarded the Medal of Honour by the HKSAR Government in recognition of his long-term contribution to the promotion of environmental protection and environmental education. In the same year, he was also awarded an Outstanding Earth Champion by The Earth Champions Foundation.

Mr Patrick Ho is responsible for formulating and executing a corporate sustainability strategy for Swire Properties’ global operations across Hong Kong, Chinese Mainland and U.S.A. portfolios. Through engaging stakeholders, setting targets and developing action plans, he leads a team to manage the full spectrum of the Company’s environmental, social and economic impact and to integrate ESG considerations into every facet of Swire Properties’ business.

Patrick is a Board of Director of Business Environment Council, and the Chair for their Nature & Biodiversity Advisory Group. He sits on the Corporate Advisory Board of World Green Building Council, and a Board Member of World Business Council for Sustainable Development (WBCSD) - Built Environment Pathway. He is a Member to the Taskforce on Nature-related Financial Disclosures (TNFD) and Science Based Targets initiative (SBTi) Expert Advisory Group for Building Sector, and Real Estate Standard Committee Member of Global Real Estate Sustainability Benchmark (GRESB).

Mr Ho is a Chartered Environmentalist, a Chartered Member of the Chartered Institution of Water and Environmental Management (CIWEM), HKIQEP Professional Member and a Certified Carbon Auditor Professional.

As the chairman, Dennis Kwan leads the association’s strategy in delivering innovative technology solutions in AI, IoT, digital labour, and cybersecurity. He is also the Co-founder of QBS (Hong Kong) and CafeX (Hong Kong & USA), and has been actively providing technology consultancy to support the Hong Kong Government, large enterprises and startups.

Dennis drives the development of smart retail technologies, including the creation of a fully automated robotic coffee shop equipped with Bluetooth and sensor technologies, and the establishment of a scalable cloud-based system. He also builds partnerships across business, finance and industry to accelerate the commercialisation of green and retail technologies.

Dennis currently also serves as Chairman of the Organising Committee for the Retail Innovation Forum at Business GoVirtual Hong Kong 2024, a Committee Member for the Sustainable Restaurant & Retailer Awards 2024, and a Technology Advisory Member for HousingPlus under the Hong Kong Housing Authority. Additionally, he holds executive roles including Executive Committee Member of the FHKI Innovation & Technology Development Committee (2023–2025), and Committee Member of the Training Committee at the Chinese Culinary Institute, VTC (2025–2027).

Dennis holds a Higher Diploma in Logistics Information Technology from the Hong Kong Institute of Vocational Education (IVE), awarded in 2006. He later earned a Bachelor of Science in Computer Information Systems with First Class Honours from the University of Liverpool (UK), graduating top of his department under the Alistair Harvey Foundation Scholarship (2009–2011). During his studies, he received multiple awards including the Deloitte Prize, the Computer Science Department Award, and the Liverpool Graduate Association (Hong Kong) Scholarship.

Melanie is the Deputy General Manager (Sustainability & Innovation) and the Head of Sustainability and Innovation of Sino Group. She oversees a range of sustainability projects related to ESG. Being a specialist in the realm of Sustainable Development for nearly 20 years, Melanie has also gained extensive experiences in Sustainable Tourism and Stakeholder Engagement.

Melanie holds a Bachelor of Science Degree in Environmental Management from the Imperial College London, a Master Degree of Science in Environment and Development from the London School of Economics and Political Science, a Master Degree in Sustainable Business from the University of Cambridge. She is also a certified Sustainable Tourism Professional by Global Sustainable Tourism Council.

Melanie is serving various public duties, including the Vice Chairman of the Hong Kong General Chamber of Commerce (HKGCC)’s Environment & Sustainability Committee, a member of the Hong Kong General Chamber of Commerce (HKGCC)’s Industry & Technology Committee, a member of the Publicity Working Group of Environmental Campaign Committee (ECC), a sub-committee member on Youth and Capacity Building of the Environment and Ecology Bureau, HKSAR Government and a member of the Advisory Committee on Recycling Fund (RFAC) of the Environment and Ecology Bureau, HKSAR Government, a co-opt member of the Sub-committee on Low-carbon Transition under the Council for Carbon Neutrality and Sustainable Development, a Programme Advisor of the MSc in Sustainable Global Business Programme at CUHK Business School, a Honorable Mentor of the Hong Kong University of Science and Technology (HKUST)’s Entrepreneurship Center, a member of the Environmental, Social and Governance (ESG) Workgroup of the Hospital Governing Committee of Princess Margaret Hospital and Kwai Chung Hospital.

Professor Leung joined HKUST in January 2025. Prior to this appointment, he was the Principal Assistant Secretary (Air Policy) at the Environment and Ecology Bureau and Assistant Director (Air Policy) at the Environmental Protection Department of the Government of the Hong Kong Special Administrative Region. Professor Leung obtained a PhD in mechanical engineering from Imperial College London and has over 30 years of professional experience in combustion science, air quality science, air quality management, environmental impact assessment, climate change, electric vehicles and new energy applications.
